Meet Rayne Brown, North Carolina state representative for District 81, Davidson County. Mrs. Brown is a primary sponsor of House Bill 34, which would make it a felony for women to expose their areola or nipples, except when breast feeding.
The bill is apparently a response to the second annual topless protest held in Asheville last August. The protests are a result of gender based discrimination, as no such laws apply to men who expose their nipples in public.
The legislation clarifies what constitutes “private parts” that may not be exposed in public in North Carolina. Violation will be a class H felony,
